David Gaffney
David Gaffney was recently named vice president, business
development, at Ford, Bacon, Davis LLC of Baton Rouge.
Ford, Bacon, Davis is an engineering, procurement and construction
firm. Gaffney was most recently area sales manager with Harmony
LLC of Baton Rouge.
Brice Building Company
Brice Building Company announces promotions and management
changes in its New Orleans Division. Patrick N. Descant and
William R. Doyle, senior project managers, have been named
vice presidents.
Vice President Martin R. Scheve II has taken on additional
responsibilities as director of estimating. Karen D. Boyd,
office manager and estimating assistant since 1999, has been
promoted to executive assistant and office manager.
Descant, a native of Bunkie, has been employed by Brice for
nine years. Before joining Brice Building in 1995, he was
employed by M.D. Descant Inc. in Bunkie. He earned a bachelor's
degree in construction management at Louisiana State University
in 1995.
Doyle is a native of Galesburg, Ill., and earned a bachelor's
degree at Cornell University in 1972. Before joining Brice
in 1991, he served as project manager for the International
River Center and as vice president and project manager for
Historic Restoration Inc. in New Orleans.
Scheve is a native of Baton Rouge and earned a bachelor's
degree in building construction in 1974 at Northeast Louisiana
University in Monroe. He joined Brice in 1974. He is president
for life of the Construction Industry of America, New Orleans
Chapter. In addition to his role as director of estimating,
Scheve has overall responsibility for Brice's Ochsner Clinic
Foundation projects.
Boyd has been employed by Brice Building since 1999 and worked
in the construction industry for 17 years. Formerly she was
a project manager assistant at Carl E. Woodward LLC in New
Orleans.
Brice's has had an office in New Orleans since 1952 and currently
employs 150 people in the New Orleans area.
Founded in 1931 and headquartered in Birmingham, Ala., the
company is a leading regional contractor and construction
management company. Engineering News Record (ENR) ranks Brice
among the top 100 contractors nationwide by new contracts
with $390 million awarded in 2002.
In addition to New Orleans, Brice has offices in Shreveport,
Birmingham, Dallas, Orlando and Deerfield Beach, Florida.
Myles McKemie
During its recent 31st Annual Meeting in San Diego, Calif.,
the membership of the Asphalt Emulsion Manufacturers Association
(AEMA) re-elected Myles McKemie as president for the 2003-2004
term.
McKemie has been involved in the manufacture of pavement
application emulsions for more than 30 years. He is a supporter
of AEMA and the emulsion manufacturing industry and previously
held the offices of vice president and secretary/treasurer
of the association, as well as serving as an elected director.
In addition to serving as program co-chairman for the meeting,
McKemie has long been an active speaker on emulsion topics,
significantly advancing the interests of the emulsion manufacturing
industry while educating literally thousands about he chemistry
and technology of pavement emulsions and their applications.
Charles F. Potts
Charles F. Potts, CEO, Heritage Construction & Materials
of Indianapolis, Ind., has been elected chairman of the National
Asphalt Pavement Association for 2004. Potts was installed
at NAPA's 49th Annual Convention in Phoenix, Arizona.
Other national officers for 2004 include Richard C. Moore
Jr., Lehman-Roberts Co., Memphis, Tenn., first vice chairman;
James H. Roberts, Granite Construction Inc., Watsonville,
Calif., second vice chairman; Ronald M. White, Superior Paving
Corp., Gainesville, Va., third vice chairman; Thomas W. Hill,
Oldcastle Materials Group, Washington, D. C., treasurer; and
G.M. "Mac" Badgett, III, Vulcan Materials Co., Birmingham,
Ala., secretary.
Potts' NAPA activities have included serving on the Executive
Committee since 1995. He was chairman of the National Center
for Asphalt Technology (NCAT) in 1996 and has served on NCAT's
Board of Trustees since 1986. He served as vice chairman of
the Committee for Asphalt Research and Technology from 1998
to 2002.
He received a bachelor's degree in civil engineering from
The Citadel in 1966 and a master's degree in civil engineering
from West Virginia University in 1967. He is also a graduate
of Harvard's Advanced Management Program.
Potts is a member of the Board of Directors of the American
Road and Transportation Builders Association (ARTBA). He is
on the Board of Directors for the National Stone, Sand and
Gravel Association (NSSGA) and the National Center for Asphalt
Technology (NCAT).
Roberta L. Marstellar
Roberta L. Marstellar was recently named vice president of
certification for the American Institute of Steel Construction
Inc. Previously, she was director of the Steel Solutions Center,
a customer-focused subsidiary of AISC that both provides cost
and scheduling information about steel projects and answers
technical questions on steel design and construction.
Her new responsibilities will include development of certification
standards, the promotion of certification to fabricators,
erectors, and the marketplace, and the day-to-day management
of the Quality Management Company, the firm that conducts
audits of certified fabricators and erectors.
"Bobbi will be instrumental in AISC's efforts to educate
the marketplace on the value of certification," said
H. Louis Gurthet, president of AISC. "We will be able
to develop certification standards and new programs more completely
and at a more responsive rate."
Marstellar is a licensed professional engineer who joined
AISC in 2000 after working as a project engineer at Halvorson
Kaye in Chicago and as an associate structural engineer for
Fluor Daniel in Greenville, S. C. She holds a master's degree
in building construction from the University of Florida and
a bachelor's degree in civil engineering from Carnegie Mellon
University.
"AISC's Certification Program plays an important role
in the advancement of steel design and construction and I'm
excited to be part of that effort," Marstellar said.
"As an engineer I know how important the program is to
the design community, and my involvement with the Steel Solutions
Center has given insight into its importance to the construction
industry."
The American Institute of Steel Construction, Inc., headquartered
in Chicago, is a not-for-profit technical institute and trade
association established in 1921 to serve the structural steel
design community and construction industry.
