I-10 A+B+C Project, Reserve Relief Canal

The project was the first project in Louisiana in which the Louisiana Department of Transportation and Development used an A+B+C method of bidding.

The "A" portion of the bid is the estimated cost of construction and "B" portion of the bid is the time factor of the project. On this project, each calendar day was valued at $15,000 based on the user cost of the road under construction. The "C" portion represents the Alternate Design/Alternate Bid process and the state's estimates of lifecycle cost, including maintenance and user delays, based on a 30-year analysis period. The C portion leveled the playing field for asphalt and concrete alternatives.

The project was on the projected bid list five years earlier to be bid as concrete, but with much lobbying by the asphalt industry, the Louisiana Asphalt Paving Association convinced the state to allow more competition and consider asphalt in the bidding process.

Barriere bid the project for completion within 95 days. The project was an incentive/disincentive project. For every day that the project was completed before the 95 days, the contractor would receive $15,000 a day, up to 20 days, but also for every day that the project went beyond the 95 days, it would be charged $15,000 a day.

Barriere actually completed the project 35 days ahead of schedule, receiving the maximum bonus for the project, which was 20 days.
