The Low-Sulfur Mogas project presented numerous challenges
for Performance Contractors.
Performance's work was in the critical path for the total
LSM effort, as six additional contractors' combined manhours
were less than those expended in the mechanical contract.
There was no flexibility in the scheduled completion date
for the project. ExxonMobil would absorb monumental financial
impact if gasoline production was eliminated for even the
shortest of durations. The LSM project had to overcome several
major obstacles that in-turn placed significant impact on
Performance Contractors' scope of work.
Specifically, delivery delays with major equipment, fabricated
steel and pipe, and delays with civil construction forced
Performance to adjust the project's overall schedule. Manpower
utilization plans were also re-developed in order to maintain
progress on the required work.
Performance adjusted crew sizes and altered schedules by
working two shifts, five days a week, 10 hours a day. Fluor
commended Performance's flexibility and teamwork in adjusting
to the impacts created by these delays.
The contractor recaptured 75 percent of the lost time the
delays caused, allowing the project to maintain the targeted
end date.
Performance and its subcontractors expended 875,275 manhours
and incurred no OSHA recordable injuries.
